史密斯模型视域下县域校外培训执法政策执行的困境与突破——基于W市C区的分析

摘  要:当前,校外教育培训治理进入法治化监管时代,一系列执法政策的颁布进一步引导机构在法治轨道上合规运行;然而,基层校外培训治理实践中的现实困境影响了执法政策的实施效能。依据史密斯政策执行过程模型开展个案研究发现,政策、执行机构、目标群体、环境四个因素在政策执行过程不同阶段的动态变化会产生叠加影响。为破解校外培训执法政策的执行困境,建议进一步健全教育行政执法政策体系,助推形成校外培训政策协同;发挥教育部门综合协调职能,促进校外培训监管多方发力;把准目标群体基本利益诉求,大力营造风清气正治理环境。As the governance of after-school education and training has entered the era of legal supervision,a series of law enforcement policies have been promulgated to further guide educational organizations to operate in compliance with the rule of law.However,there are still some difficulties in the practice,especially at the grassroots level,which have affected the implementation efficiency of law enforcement policies.The research has conducted a case study based on the Smith Policy Implementation Process Model(the Smith Model).It is found that the dynamic changes of policies,implementing organization,target group and environment in different stages of policy implementation have created the superimposed influence.The article suggests to further improve the policy system of educational administrative law enforcement and form the policy coordination mechanism for after-school training;give play to the coordination of the education department and promote the supervision of after-school training in many ways;appeal to the basic interests of target groups and create a clean and healthy governance environment.
