公办校外教育机构补缺性供给课后服务模式——以S区青少年活动中心为例

摘  要:校内“课堂化”课后服务模式面临资金和人力不足的挑战,公益性校外教育机构何以、以何缓解学校主渠道的课后服务压力?鉴于课后服务和校外教育在保障受教育者教育选择权方面的相关性,以S区青少年活动中心为例,对公办校外教育机构参与课后服务供给的现象开展案例研究。青少年活动中心发挥四方面补缺性供给课后服务功能:弹性化补充师资、开展课后服务教研、拓展课后服务课程类型、转变学生课后学习方式。这在一定程度上缓解了单纯依靠学校在职教师开展课后服务的压力,及课后服务过于“课堂化”的难题。若要持续创新公办校外教育机构参与课后服务的机制,则需直面服务边界和成本分担的挑战,大力提升服务的专业性。The after-class service model in schools is facing the challenge of insufficient funds and manpower.Can the participation of public after-school education institutions alleviate the pressure of schools as the major service provider?In view of the correlation between after-class service and after-school education in protecting the students'right to choose education,this paper takes a teenagers activity center as an example to carry out a case study on public afterschool training institutions'participation in after-class service.The teenagers activity center plays a complementary role in providing after-class service in four aspects:as supplement to teachers in a more flexible manner,carrying out after-class service for teaching and research,expanding the course types,and changing students'after-class learning methods.It has partly relieved the pressure of relying solely on in-service teachers and solved the problem of being too"classroom-oriented".Sustainable innovation on the participation of after-school education institutions in providing after-school service mechanism needs to face the challenges of service boundary and cost sharing,and vigorously improve the professionalism of services.
