“三大球”振兴背景下我国校园足球政策基层执行阻滞与治理策略——基于资源保存理论的视角  

Grassroots Implementation Barriers and Governance Strategies of China's Campus Football Policies in the Context of Three Major Ball Sports Revitalization——A Perspective from Conservation of Resources Theory

摘　　要：本文采用文献资料法、逻辑分析法等研究方法,剖析“三大球”振兴背景下我国校园足球政策在基层执行过程中的阻滞现状及其生成逻辑,并基于资源保存理论,提出相应治理策略。研究发现:我国校园足球政策在基层执行过程中存在以下问题:(1)政策执行部门间权限模糊、责任界定不清,执行过程中监管缺失且形式单一;(2)基层执行存在政策目标异化、执行力度弱化现象,政策执行的物质环境和人力环境欠佳;(3)人才培养路径狭窄,竞赛体系尚未完善。基于资源保存理论,本文提出以下治理策略:(1)损失优先,明确政策基层各执行部门的权限和责任,创新监管制度和丰富监督手段的多元化,减少资源的进一步损失;(2)资源投入,加大核心资源投入力度,完善和健全基层政策执行机制;(3)获得悖论,创新校园足球政策基层执行的资金来源方式,形成多元化资金链条;(4)资源绝境,明确基层各执行部门之间的利益关系,加大政策落实过程中的监督力度;(5)资源车队和通道,优化校园足球政策基层执行的物质环境和人力环境。This study employs literature research method and logical analysis to examine the implementation barriers and underlying logic of China's school football policies at the grassroots level under the “three major ball sports” revitalization initiative, proposing governance strategies based on Conservation of Resources(COR) theory.The study reveals three key issues in policy implementation:(i) Vague jurisdictional boundaries and unclear accountability among implementing departments, coupled with inadequate supervision mechanisms;(ii) Distorted policy objectives, weakened implementation intensity, and deficient material/human resource environments;(iii) Narrow talent development pathways and incomplete competition systems.Guided by COR theory, five governance strategies are proposed:(i) Loss Prevention Priority through clarifying departmental authorities and responsibilities at grassroots levels, innovating regulatory systems, and diversifying supervision tools to reduce resource depletion;(ii) Core Resource Reinforcement by intensifying investments in critical assets while refining policy implementation mechanisms;(iii) Funding Paradox Resolution via pioneering diversified financing models for school football programs;(iv) Resource Crisis Mitigation through rationalizing interdepartmental interests and strengthening compliance monitoring during policy execution;(v) Resource Infrastructure Optimization by upgrading both physical facilities and human capital systems.
