摘 要:精准落实“县中振兴”计划对实现县中高质量发展、推进新型城镇化建设和乡村振兴战略具有重大意义。为了探究“县中振兴”计划执行过程中的现实状况与主要困境,研究结合史密斯政策执行模型与第四代评估理念建构分析框架发现,该政策文本的内在限制性弱化了执行力度,执行主体的执行力与协同性尚待提升,政策措施与目标群体实际需求对接存在错位,政策环境的支持力度不足降低了执行成效。为进一步推进“县中振兴”计划的精准执行,研究建议合理配置政策工具,构建地方特色鲜明的高中育人模式;形成纵横联动的协同机制,强化执行主体的工作效能;坚持“顾客”导向,精准靶向县中学子和教师的多元需求;改善政策执行生态,构建县中教育的质量保障与监督机制。The precise implementation of the “Revitalization of County High Schools” plan is of great significance to the realization of high-quality development of county high schools,the promotion of new urbanization construction and the strategy of rural revitalization.In order to explore the actual situation and main difficulties in the implementation of the plan,the research combines the Smith policy implementation model with the fourth generation evaluation concept to construct an analysis framework,and has found that the inherent limitations of the policy text weakens the implementation efforts,the implementation ability and synergy of the implementation subject need to be improved,and there is a mismatch between the policy measures and the actual needs of the target group,and a less supportive policy environment reduces the effectiveness of implementation.In order to further promote the precise implementation of the plan,the research suggests:allocating policy tools rationally and constucting high school education model with distinctive local characteristics;forming the coordination mechanism of vertical and horizontal linkage and strengthening the work efficiency of the executive body;adhering to the “customer” orientation and accurately targeting the diverse needs of students and teachers in the county;improving the ecology of policy implementation and building the quality assurance and supervision mechanism of education in the county.
