摘　　要：新时代以来,我国思政课建设经历了快速的外延式发展阶段,已经进入提升要素质量、优化系统结构、实现思政课“全要素生产率”持续提升的内涵式发展新阶段。在新时代新征程上,思政课的内涵式发展面临着意识形态斗争的全新境遇和强国建设的时代任务,思政课内部也存在一些短板弱项亟待解决。“守正创新”为推动思政课建设内涵式发展提供了方法论:一是教育理念,守“培根铸魂”立德之正,创“启智增慧”赋能之新;二是教材内容,守“思想政治”价值之正,创“针对性、鲜活性”吸引力之新;三是教学方法,守“科学合理”实效性之正,创“多元融合”生动深刻之新;四是教育体制,守“党的全面领导”之正,创“多方协同”大思政课体制之新。Since the advent of the new era,ideological and political courses in China have undergone a rapid phase of outward expansion,and have entered a stage of connotative development focused on enhancing the quality of elements,optimizing the system structure,and continuously improving the“total factor productivity”of ideological and political courses.In the context of the new era,the connotative development of ideological and political courses faces the completely new situation of ideological struggle and the mission of building a powerful nation.Additionally,there are certain shortcomings and weaknesses within ideological and political courses that urgently need to be addressed.The methodology of promoting the connotative development of the construction of civic and political courses is outlined in“maintaining the original and innovating”.Firstly,the educational concept emphasizes the cultivation of moral integ-rity,emphasizing the importance of“cultivating roots and casting souls”to establish moral integrity,and the creation of“enlightenment and wisdom”to empower the new.Secondly,the content of the teaching materials is focused on maintaining the"ideological and political"value of the right,creating“targeted,vivid”and atractive new.Thirdly,the teaching method emphasizes the"scientific and reasonable"effectiveness of the right,creating"diversified integration"of the right.Thirdly,the teaching methods employed must ensure the preservation of the right to"scientific and reasonable"effectiveness,and the creation of the new concept of"diversified integration"in terms of its vividness and profoundness.Fourthly,the education system must ensure the preservation of the right to"comprehensive leadership of the Party",and the creation of the new concept of"multi-party synergy"within the system of big ideological and political courses.
