摘　　要：在知识经济的加持下,高新技术企业成为企业转型升级、优化产业结构的重要驱动力。近年来,甘肃省高新技术企业呈不断增长态势,特别是2009—2023年甘肃省高新技术企业进入蓬勃发展阶段,具体体现在政策环境优化、认定数量提升、地域领域分布拓展、税收效益提升、创新成果丰富规范等方面。同时,甘肃省高新技术企业存在培育发展重视不足、服务水平有限、优惠政策吸引力弱、区域分布不均、研发投入强度不高、整体创新效率较低、创新人才匮乏等发展困境。“扩量提质”是甘肃省高新技术企业发展的关键步骤,如何使甘肃省高新技术企业在“科技创新”“成果转化”及“产业化”等方面实现融合化、一体化、持续化发展,成为甘肃省高新技术企业实现“扩量提质”的路径选择。With the support of the knowledge economy,high-tech enterprises have become an important driving force for enterprise transformation and upgrading,as well as optimizing industrial structure.In recent years,high-tech enterprises in Gansu Province have shown a continuous growth trend,especially from 2009 to 2023,hightech enterprises in Gansu Province have entered a stage of vigorous development.It is embodied in the optimization of policy environment,the increase in the number of recognized enterprises,the expansion of regional distribution,the improvement of tax benefits,and the enrichment and standardization of innovation results.At the same time,high-tech enterprises in Gansu Province face development challenges such as insufficient emphasis on cultivation and development,limited service levels,weak attractiveness of preferential policies,uneven regional distribution,low R&D investment intensity,low overall innovation efficiency,and a shortage of innovative talents."Expanding quantity and improving quality"is a key step in the development of high-tech enterprises in Gansu Province.How to achieve integrated,sustainable development in areas such as"scientific and technological innovation","achievement transformation",and"industrialization"has become the path choice for high-tech enterprises in Gansu Province to achieve"expanding quantity and improving quality".
