摘　　要：开发老年人力资源是推进积极老龄化国家战略的重要行动,也是促进人口高质量发展的重要举措。近年来,各地在老年人力资源开发领域进行了有益探索,在助推老有所为方面作出了大胆尝试,但老年人力资源的高质量开发还面临着思想认知、运行机制、保障体系等层面的问题。为此,基于人口负增长对中国经济社会带来的深远影响,本文以老年人力资源禀赋为起点,结合人口高质量发展要求,解构“老有余力空间探索—老有所育科学施策—老有所为精准赋能”的底层逻辑,构建“战略政策—开发路径—评估反馈”的开发架构,配套“政府带动—企业主动—社区行动—社会促动”的实施路径,以期通过盘活庞大的老年人口存量,充分释放其经济、社会、文化等功能,彰显老有所为的时代价值。为此,在现代化新征程上,面对人口负增长和老龄化的双重挑战,要消除错误认知,完善运行机制,创新开发方式,完善保障体系,多措并举地释放老年人口红利。The development of elderly human resources is an important action to promote the national strategy of active aging and also a significant measure to boost the high-quality development of the population.In recent years,various regions have carried out beneficial explorations in the field of developing elderly human resources and made bold attempts in facilitating the elderly to contribute to society.However,the high-quality development of elderly human resources still faces problems at the levels of ideological cognition,operation mechanism,and security system,among others.To address this,based on the profound impact of negative population growth on China's economic and social development,this article takes the endowment of elderly human resources as the starting point.In combination with the requirements for the high-quality development of the population,it deconstructs the underlying logic of‘exploring the space for the elderly to exert their remaining capabilities-implementing scientific policies for the education and development of the elderly-precisely empowering the elderly to make contributions'.It constructs a development framework of‘strategic policies-development paths-evaluation and feedback'and is accompanied by an implementation path of‘government-led,enterprises taking the initiative,community actions,and social promotion'.The aim is to fully unleash the economic,social,cultural,and other functions of the large stock of the elderly population by revitalizing it,highlighting the value of the elderly making contributions in the current era.Therefore,on the new journey of modernization,in the face of the dual challenges of negative population growth and aging,it is necessary to eliminate incorrect perceptions,improve the operation mechanism,innovate the development methods,and perfect the security system.By taking multiple measures simultaneously,the demographic dividend of the elderly population can be released.
