摘　　要：强化知识产权保护有助于企业自主创新提质增效,为助力高质量发展添动能蓄势能,提升核心竞争力。作为国家经济发展基石和命脉的制造业,能否通过增强知识产权保护强度赋能制造业“崛起腾飞”?本文对知识产权保护强度提升制造业竞争力的内在机理和影响效应进行了理论分析,认为知识产权保护通过技能溢价提升制造业竞争力,并基于1998-2022年我国省级层面的数据进行了检验。研究发现:增强知识产权保护强度可以赋能制造业竞争力提升,是助企强企发展、升级“中国制造”的有效驱动,且知识产权的赋能效果在技能溢价较低时更为显著。本文为全球竞争格局重构背景下制造业高质量发展提供了理论支撑,明晰了知识产权保护强度对制造业竞争力提升的赋能机理,为相关部门制定相关策略提供了思路。Strengthening intellectual property protection helps enterprises to innovate independently,improve quality and efficiency,accumulate momentum to support high-quality development,and enhance core competitiveness.As an important participant in the global economic system,China's attitude and policy implementation in intellectual property protection are particularly important for ensuring its manufacturing competitiveness in the global market and achieving sustainable high-quality growth.As the cornerstone and lifeline of national economic development,can the manufacturing be empowered to“rise and take off”by enhancing the strength of intellectual property protection?This article provides a theoretical analysis of the internal mechanism and impact effects of enhancing the strength of intellectual property protection to improve manufacturing competitiveness.It is believed that intellectual property protection enhances manufacturing competitiveness through skill premiums.By constructing an interaction term between the actual protection of intellectual property rights and the nominal protection level of industry intellectual property rights,the strength of intellectual property protection is calculated.The skill premium is measured based on the average wage ratio of innovative and knowledge-based craftsmen,high skilled labor,and low creativity basic labor factors and low skilled labor.The manufacturing competitiveness is measured using the Revealed Comparative Advantage Index,and is tested based on provincial-level data in China from 1998 to 2022.Research finds that enhancing the strength of intellectual property protection has a significant positive impact on improving China's manufacturing competitiveness.Intellectual property protection further enhances the impact of helping enterprises strengthen their development through the skill premium channel,that is,enhancing the strength of intellectual property protection can empower manufacturing competitiveness and is an effective driving force for helping enterprises
