摘　　要：海南自由贸易港作为中国对外开放的新高地,其贸易清单制度在推动高水平开放和吸引外资方面发挥着关键作用。本文通过对海南自由贸易港市场准入负面清单、外商投资准入负面清单和服务贸易负面清单的系统研究,分析了这些清单制度的发展历程、现状及其在促进贸易自由化和便利化方面的成效。研究发现,海南自贸港的负面清单管理制度在条目数量和开放程度上均优于全国版和自贸区版,但仍然存在透明度不足、监管机制不完善以及与国际高标准经贸规则对接不够等问题。为解决这些问题,本文提出了优化建议,包括提高清单透明度、强化监管体系、细化行业管理措施以及加强国际合作。通过这些措施,海南自由贸易港有望进一步提升其在全球经济中的竞争力,实现更高水平的开放和发展。As a new high ground for China's opening up to the outside world,the trade list system of Hainan Free Trade Port plays a key role in promoting a high level of opening up and attracting foreign investment.This paper analyzes the development history and current status of these list systems and their effectiveness in promoting trade liberalization and facilitation through a systematic study of Hainan Free Trade Port's Negative List for Market Access,Negative List for Foreign Investment Access and Negative List for Trade in Services.The study finds that the negative list management system of Hainan's FTZ is superior to the na⁃tional and FTZ versions in terms of the number of entries and degree of openness,but still suffers from insuf⁃ficient transparency,imperfect regulatory mechanisms and insufficient docking with international highstandard economic and trade rules.To address these problems,this paper puts forward optimization propos⁃als,including improving the transparency of the list,strengthening the regulatory system,refining indus⁃try management measures,and enhancing international cooperation.Through these measures,the Hainan Free Trade Port is expected to further enhance its competitiveness in the global economy and achieve a higher level of openness and development.
