摘 要:科技资源配置问题已经成为制约科技创新发展的关键因素之一,必须系统思考科技资源要素对科技创新的影响。本文基于创新生态视角,构建了一个分段函数模型,根据不同科技资源要素变化影响科研项目密度和创新绩效,并通过数值假设进行模拟推导。结果表明:一是该模型能较好地模拟不同科技资源要素作用下的科研项目密度与创新绩效的优化问题。二是在一定科研项目密度范围内,创新绩效在生物富集作用下会受到主要科技资源要素的影响并由该资源要素函数确定创新绩效值。三是当科研项目密度发生变动时,创新绩效将会受到不同的科技资源要素的影响,不会一成不变。文末提出了相应的建议,希望能更好地帮助决策者实施有效的科技资源配置策略提升创新绩效。The problem of S&T resource allocation has become one of the key factors restricting the develop⁃ment of S&T innovation,and it is necessary to think systematically about the impact of S&T resource elements on innovation.Based on the perspective of innovation ecology,a segmented function model is constructed to study the relationship between project density and innovation performance as affected by different scien⁃tific and technological resource elements,and simulations are derived through numerical assumptions.The results show that:First,the model can better simulate the optimization of research project density and inno⁃vation performance under the action of different scientific and technological resources;Second,Within a certain range of research project density,innovation performance will be affected by the main scientific and technological resource elements under the effect of bioconcentration and the innovation performance value will be determined by the function of the resource elements;Third,When the density of scientific re⁃search projects changes,the innovation performance will be affected by different scientific and technologi⁃cal resource elements and will not remain unchanged.Corresponding suggestions are made to better help policy makers implement effective S&T resource allocation strategies to improve innovation performance.
