摘 要:在当前学前教育事业蓬勃发展的新时代背景下,幼儿劳动教育越来越引起社会各界的广泛关注。本文基于多源流理论分析框架,从问题源流、政策源流、政治源流对我国幼儿劳动教育政策的制定过程进行剖析。研究发现:幼儿劳动教育的缺位是问题源流;多方利益主体思想汇聚是政策源流;执政理念和国民情绪形成政治源流。三条源流在政策共同体的推动下实现动态耦合,不断促进新时代幼儿劳动教育政策议程设置和政策体系的成熟与完善。Under the background of flourishing preschool education in our country in the new era,attention from all walks of life to early childhood labour education is on the rise.Based on the theoretical analysis framework of multi-source flow,the formulation process of preschool labour education policy is analyzed from the source of the problem,policy and political sources.The study finds that the absence of early childhood labour education is the source of the problem,the ideas of multiple interest subjects converge into the source of policy,and the ruling ideas and national sentiment form the political source.Under the promotion of the policy community,the three sources have achieved dynamic coupling,gradually opening the window of policy for early childhood labour education in the new era,continuously advancing the process of policy agenda setting,and promoting the maturity and improvement of the policy system.
