摘　　要：县域治理是基层治理的核心部分,也是国家治理体系和治理能力现代化的关键环节。习近平在正定工作期间,对马克思主义社会形态理论及其中国化内容进行了时代化和地域化的创造性运用和发展,对县域治理战略进行了理论建构和实践探索,型塑了具有鲜明时代特征的“正定样本”。“正定样本”县域治理战略布局是习近平新时代中国特色社会主义思想“五位一体”总体布局的实践源头。“正定样本”蕴含的人民性、实践性、创新性和系统性鲜明特质,在习近平从市域到省域的地方治理实践中不断得以彰显和完善,最终发展为习近平总书记治国理政理念的世界观和方法论。深入挖掘习近平正定县域治理战略的重要论述和实践探索,有助于科学把握习近平总书记治国理政理念的形成脉络和理论精髓,对新时代推进国家治理体系和治理能力现代化建设具有重要启示。County-level governance is the core part of grassroots governance,and it is also a key link in the modernization of the national governance system and governance capacity.During his tenure in Zhengding,Xi Jinping creatively applied and developed the Marxism of social formations and adaption to the Chinese context through localized and temporal innovations.He conducted practical explorations and theoretical construction in county-level governance strategy shaping the“Zhengding sample”with distinct era characteristics.The county-level governance strategic layout of the“Zhengding sample”serves as the practical origin on“the Five-sphere Integrated Plan”of Xi Jinping thought on socialism with Chinese characteristics for a new era.The distinctive characteristics of populism,practicality,innovation,and systematicity contained in the“Zhengding sample”,through Xi Jinping’s practice of local governance from the city to the province,it has been continuously demonstrated and improved,the ultimate development is the worldview and methodology of Xi Jinping con-cept on national governance.Deeply digging out the important discourse and practical exploration of Xi Jinping’s governance in Zhengding,helps to scientifically grasp the formation context and theoretical essence of Xi Jinping concept on national governance.This has important implications for promoting the modernization of the national governance system and governance capacity in the new era.
