南宋越州行在时期的统治构建探究

摘　　要：高宗南渡时期,越州以其特殊的战略位置等因素,成为驻跸时间最长的行在。因高宗第二次行在越州时局势较为稳定,故得以构建南宋统治。建炎四年(1130年)六月,以设置“详定重修敕令所”为标志,正式对统治架构进行调整,在建炎三年(1129年)制度调整的基础上,进一步明晰三省机构与职权的划分,恢复枢密院职权,强化中央军队建设,完善中央官员队伍治理,同时,通过确立统治正统性的方式稳定统治,为南宋统治筑基。南宋统治渐趋稳定,越州因行在之故,政治地位得以提升,高宗移跸临安后,中枢机构进一步完善,职权也趋向集中,“三省合一”体制形成,“权相”问题继而成为南宋统治的突出难题。During the period of Gaozong's moving across the Yangtze River,Yuezhou became the longest stationed place due to its special strategic location and other factors.Because the situation was relatively stable when Gaozong stationed in Yuezhou for the second time,he was able to establish the rule of the Southern Song Dynasty.In June of the fourth year of Jianyan(1130),the ruling structure was formally adjusted with the establishment of the"the Department of Detailed Revised Decrees and Statutes".On the basis of the adjustment of the system in the third year of Jianyan(1129),the division of institutions and powers of the Three Departments was further clarified,the functions and powers of the Privy Council were restored,the construction of the central army was strengthened and the governance of the central officials was improved.And at the same time,the governance was stabilized by establishing the legitimacy of the rule and the foundation of the rule of the Southern Song Dynasty.As the governance of the Southern Song Dynasty was stabilizing,Yuezhou’s political status continued to increase due to Xingzai.After Gaozong moved to Lin'an,the central institutions were further improved,and the functions and powers tended to be centralized,and the system of"Three Departments In One"was formed.However,the problem of"Power and Minister"became a prominent problem in the following rule of the Southern Song Dynasty.
