摘 要:通过分析西北地区生态环境特征、森林植被的作用,阐述了林草植被在生态环境重建中的地位;通过分析林(草)业发展面临的机遇、发展方向和建设林草植被的前景,阐述了该区林草植被及生态环境建设的可行性;在此基础上,提出了制定统一科学的林(草)业发展总体规划、继续实施国家和地方大型生态环境保护与建设工程、继续拓展林草业发展空间、积极调整产业结构、加大林草业发展比重、大力提倡节约用水,保障生态用水安全等建设林草植被,改善生态环境的保障措施。Status of forests and grasses vegetation on reconstructing ecoenvironments was clarified through analyzing the regional ecoenvironment characters and function of forests(grasses) vegetation. The feasibility of vegetation and ecoenvironments restoration was summarized through analyzing the faced opportunity, developmental direction of forest (grass) industry and also foreground of constructing forests(grasses) vegetation. Based on this a serious of measures for vegetation construction and ecoenvironments improvement are put forward, such as constituting uniform and scientific development programming of forest and grass industries, implementing project of national and regional for protection and construction ecoenvironments sequentially, extending space of forest (grass) industries development continuously, adjusting agriculture industries frame actively, increasing proportion of forest(grass) industries, advocating water saving and guaranteeing safety for ecological wateruse and so on.
