摘　　要：在分析合同能源管理项目三方主体不同利益诉求和谈判策略的基础上,提出基于内部收益率指标的合同能源管理项目融资方案,对融资方案中的关键责任进行界定,并运用IRR指标对实例进行数值验算和分析,为合同能源管理项目的融资方案提供一种定量化的评价方法。Based on analyzing the three parties' different interests and negotiation strategies of contract energy management projects,this paper analyzes EPC project by applying internal rate of return index(IRR),provides the financing scheme based on the IRR index and defines the key responsibilities respectively. Finally,the paper carries out a numerical calculation and analysis on an actual instance by applying IRR index,provides a kind of quantitative evaluation method for financing scheme of EPC projects.
