摘　　要：China is actively exploring new ways to utilize foreign capitals including encouraging international merger, the establishment of enterprise investment foundation, risk investments, stock markets and franchising in order to speed up the process of reforms on the state owned enterprises (SOEs), and to promote the development of medium and small enterprises through participating in global production.
