摘　　要：HSE管理是二十世纪八十年代后期发展起来的关于健康、安全和环境的管理理论。它运用系统的分析方法 ,对企业生产过程中可能发生的事故隐患进行风险评价和危害识别 ,通过计划、实施、检查和改进等四个阶段 ,对其构成的十个要素采用系统化、结构化、程序化和全员化的管理模式 ,全员参与和全程监控地采取预防措施 。HSE management is the manage theory about health,safety and environment.it was founded in the late 1985s.it utilize the method of system analysis to evaluate hazard and discern harm possible occur accident in produce course.Passing through the four stage of plan,implement,inspect,and improve,utilizing the manage method of system,construction,procedure to analysis it'ten essential.All join and whole journey prevent accident and remove a hidden danger.
