摘　　要：认为国际法未加禁止的行为引起损害后果的国际赔偿责任问题,是现代国际法在发展过程中遇到的一个重要问题。并从比较法的角度,着重分析了国际赔偿责任制度的形成、责任性质及其原因、责任适用范围以及追责原则等问题。The issue of international compensation responsibil it y for damage resulted from the behaviors which are not forbidden by Internationa l Law is considered a very important problem which arises in the procedures of m odern international law development. This paper mainly analyses the forms,nature , reasons,application and responsibility rules of international compensation sys tem.
