试析科研成果鉴定、评奖中的失范现象

摘　　要：列举分析了科研成果鉴定、评奖中的种种失范现象,剖析了其产生失范现象的主要原因是:鉴定工作主体错位,科技评价体系存在弊端,专家评审制度不规范,鉴定与评奖的监督机制和惩处机制不健全等。认为实行鉴定、评奖中介机构负责制,完善评委遴选、审核制度,实施双盲评审制,建立申报材料鉴别制,引入"四水平"评价法等,是防治科研成果鉴定、评奖中失范现象滋生的主要对策。In this paper,the various abnormal phenomena for appraisal and awards of achievements in scientific research are discussed,and the main reasons for the creation of abnormal phenomenon are also analyzed.These main reasons are as follows:unsuitable subject in appraisal work,abuse appraisal system of science and technology,abnormal expert appraisal institution,imperfect supervisal and punishment mechanism for appraisal and awards etc.The main measures are proposed to prevent the phenomena including agency organization system of awards,perfect system for choosing and verifying experts of awards, bilateral blind appraisal system,public show system of appraisal,'four level'appraisal methods etc.
