摘　　要：指出为了调节因入世产生的各种新的社会矛盾,保证经济持续稳定的发展,实现政治民主化,必须加快政府职能的转变,这是应对入世挑战的关键。必须准确定位政府角色,调整政府与市场、政府与企业、政府与社会的关系,实现政府职能的彻底转变,使其适应市场经济发展和经济全球化的需要。The thesis analyzes various kinds of new social contradictions produced by the entry of WTO. Objectively it requires that we must accelerate the transition of governments function in a further way to guarantee the sustained development of economy and to realize the democratization of politics. This is the key to tackling the challenge after the entry of WTO. It points out that in order to realize the transition of the governments function completely, we must orient the governments function accurately at first then to adjust the relation between government and market, government and society to make it meet the need of economic development and the market and economic globalization. 
