摘　　要：在新形势下,如何科学利用和合理配置教师资源,是高校人事工作者必须认真研究的现实问题。应建立奖惩和分配等激励机制,激发人才工作的积极性,同时,要做好人才的开发和管理工作。Under the new situation,it is necessary for people working in the personnel department to consider how to scientifically utilize and allocate human resources. Punishment and awards mechanism should be set up to arouse peoples enthusiasm in work. Teachers are the resources and the instructors and people working in the logistic departments are the safeguards for training the talents. Their abilities should be yielded and they should be placed in the right places.
