产权改革也应注意分权制度的完善

摘　　要：中国企业委托代理机制 ,由于经营者不可能是所有者 ,因而缺乏所有者那样对企业经营的责任。因此 ,有必要依据国有企业的特殊背景 ,在产权制度的改革过程中 ,关注、建立和完善分权制度。而分权制度的完善就通过重组经营层、理顺牵制关系、建立仲裁机构。In china's entrusted management system, without ounership, the managers don't take much responsibilities as owhers do. Therefore in the process of property right reform, it is necessary to pay actention to the establishmeat and perfection of power separation for corporate goverance, according to the partiadar back ground in state-owned entreprises. And the perfection should be acheved by reestablishment of organizational stracture, proper order of interactional relations, setting up arbitration agent, rearrangement of senior managers and redelimitation of their power, etc.
