摘　　要：舜是传说中上古社会以圣贤著称的行政首领 ,是儒家德治模式中为政以德的道德典范 ,开创了古代社会善治的典型。儒家学者通过托古的手法描述舜及其臣下丰功伟绩 ,勤政爱民、敬德慎罚是舜文化的核心内容 ,它开启了中华民族行政管理伦理文化的先河。Shun was the executive captain, famous oracle in the ancient times, and the moral mirror of the management with morality in the Confucianists' morality ruling mode. According to the relational recordation of the Confucianists, thought such as diligent management and good service, respectful rewards and careful punishments, harmony relationship from top to bottom, is the core of shun culture. It is the beginning of administration ethic ideas of Chinese culture.
