摘　　要：为改善目前城市灾害防治职能部门之间信息资源不能共享、相互协调困难的现状,基于对城市灾害特点的分析,提出了利用控制论指导城市灾害防治体系建设的构想,并对开环、闭环和前馈-反馈控制模型在城市灾害防治体系及其子系统中的应用进行了探讨。In order to solve the problems that the information resources can not be shared among disaster management sectors and their work is hard to be coordinated in city, an idea of application of cybernetics to guiding the construction the urban disaster prevention system based on the analysis of characteristics of urban disasters The application of open loop, close loop and feed forwardfeedback models to urban disaster prevention system and to its subsystems is also discussed
