摘 要:目前国有企业中层管理者难以充分发挥作用的原因为:领导者缺乏正确的权力观,越权干涉、重放权和轻考核等。权力结构是企业中层管理者充分发挥作用的关键,充分发挥国有企业中层管理者的作用,必须在管理岗位上引入竞争机制,改革管理模式,以交流轮岗的形式合理配置人才资源,加强培训教育的力度,通过健全监督机制,规范管理者的职务行为。At present, in stateowned enterprises, the reasons that block the functions of middlelevel cadres into full play remain that leaders lack a right power awareness, delegate much power to lower levels, ignore cadre examination and intervene in excess of authority, etc. Power structure is the key for middlelevel cadres to function properly. To bring these cadres into full play, this paper suggests several measures: introducing competition in position, reforming management pattern, rationally allocating personnel resources in the form of takingturns position, enhancing education and training for staff, and standardizing cadre's act by perfecting supervision mechanism.
