学校体育课程改革的一个新思路——放手让有条件的地区自编体育课程大纲教材

摘　　要：鉴于我国的基本国情与体育课的特点等原因 ,建议教育部的有关领导部门对编写学校体育课程大纲教材提出指导意见外 ,可以放手让有条件的地区 (省、市、自治区 )自编本地的学校体育课程大纲教材。在这一前提下 ,把实施学生体育健身方案作为学校体育课程改革的一个新思路 ,围绕形成学生体育健身方案 ,编制学校体育课程大纲教材 ,应要求具有持续性与阶段性 ;寻找共性 ,选编教材 ;坚持养成教育 ,养成锻炼习惯 ,逐渐形成学生体育健身方案和学校体育风气与传统 ;实施体育健身也是培养学生自觉探索科学锻炼的过程。学校体育的学术团体或行政管理部门 ,可以有计划的召开学校体育课程改革与建设学术交流会 ,以推动我国学校体育进一步发展。In consideration of the basic national conditions of China and the characteristics of the physical education course it was proposed that the leading branches concerned of the education department, besides putting forward their guiding opinions, should give a free hand to the areas, provinces, cities and autonomous areas which have conditions to draw up their local school physical education program and teaching materials. Based on that premise the implementation of the fitness scheme for students should be taken as a sort of new thinking of school physical education curriculum reform. The compilation of the teaching materials according to the program should be around the formation of the fitness scheme for students and it is required that it be done continuously and by stages. In the compilation of teaching materials the generality should be found. The habituation-oriented education should be persisted in and the habit of participating in physical training should be formed so that the scheme for physical training could be worked out gradually and physical training would become a common practice and tradition. The course of implementing the fitness scheme is also the course of cultivating the students' consciousness of exploring the methods for scientific physical training. The academic organizations or the administration departments of school physical education may plan to hold meetings for academic exchanges of the reform and construction of the school physical education curriculum in order to further carry forward the school physical education in China.
