摘　　要：西部开发面临着一个脆弱的生态环境,直接制约西部地区和全国的可持续发展。为此,改善西部环境的进一步恶化需加强环境保护立法和执法工作,提高公众的环境意识,加强生态移民建设,并在产业调整中增加环保产业的份额,产权明晰,推行“绿色通行证”。It is root for Great Development of Western Region to strengthen the protection and construction of ecology environment. But the frail ecology environment of restricts directly the sustainable development of western region and all the country. For proventing the environment of western region from further worsening, we should strengthen legislation and enforcing the law on environment protection, deepen the people抯 consciousness of environment, strengthen the construction of ecology migration. Ard wealso should increase the protion of environment protection industry, clear ownership and carry out 揋reen Pass?
