摘 要:该文论述了卫生人力资源配置标准测算方法及其应用。该方法以需方(居民健康)对卫生服务的需求和需要为基本依据,采用卫生服务需求、需要量法来测算卫生人力资源配置数,其中卫生服务的需求和需要指标主要是两周实际就诊率、两周需要就诊率、年人均实际住院率和年人均需要住院率;卫生人力资源的指标主要是门诊医生数、住院医生数和其他工技人员等。作者运用该方法,通过抽样调查,获得卫生服务需求和需要的指标值,测算出四川省卫生人力资源的需求量和需要量,并结合现有人力资源状况,来配置和调整卫生人力资源。The authors discussed the determination of health manpower resource allocation and its application. It based on the needs and demands of health services. The authors adopted health services needs and demands method to determine number of health manpower allocation. The indexes of tile health services needs and demands were mainly the practical rates of clinical visits and need for clinical visits for two weeks and average practical hospitalization rate per year and average need for hospitalization rate per year. The indexes of health manpower resources were mainly the number of doctors at outpatient department, number of resident doctors and related technicians. Using these methods through sampling the authors got the index value of need and demand of health services, and determined the need and demand in Sichuan province together with the current manpower resource, to allocate and adjust the health manpower resource.
