摘  要:目的:从城乡卫生人力资源配置对比角度,分析讨论新医改实施以来我国城市与农村卫生人力资源配置现状,存在的问题,并提出相应的政策建议。方法:对我国2009—2013年间的城乡卫生人力资源配置状况进行描述分析和讨论。结果:我国城乡卫生人力资源总体呈增长趋势,但城乡之间在卫生技术人员数、医院人员数、基层医疗卫生机构人员数方面还有较大差距,城市优于农村。结论:新医改以来,我国城乡卫生人力资源配置仍然失衡,且有扩大趋势,需进一步优化。建议政府承担起责任,从统筹城乡角度出发,建立机制,合理配置卫生人力资源,适应群众卫生需求,助力医改工作。Objective:From the comparative perspective of urban and rural health human resource allocation, to analyze the current situation and existing problems of urban and rural health human resource allocation in China since the implementation of new medical reform. Related policy suggestions were proposed.Methods:The urban and rural health human resource allocation in China from 2009 to 2013 was described, analyzed and discussed.Results:The total rural and urban health human resource in China showed increasing trend, but the numbers of medical personnel, hospital personnel and primary medical institution staffs between urban and rural areas still had large gap(urban area was better than the rural area).Conclusion:After new medical reform, the allocation for urban and rural health human resources was still imbalanced, with expanding trend, which needed further optimization. It was suggested that government should take the responsibility for establishing mechanism from the view of balancing rural and urban areas,reasonably allocate health human resources, satisfy the health demand of residents and assist the work of medical reform.
