摘　　要：文化水平大幅度提高但技术业务素质上升缓慢 ,专业技术人员短缺 ,是五年来北京市职工队伍发展的总体情况。探析其原因 ,我们应建立切实可行的技术工人和专业技术人员的分配机制 ,给企业在职工技术等级评定方面更多的参与机会 ,调整企业教育培训经费的提取比例 ,注意提高职工特别是技术工人的社会地位 。During the last five years, the general development of Beijing workers and staff is that the cultural level has promoted greatly, but the professional ability slowly and there has been a shortage of personnel in specific field. To counter this tendency, we must set up a feasible distribution system for workers and professional staff; give the enterprises more chance to participate in grading technical personnel; adjust the education training funds ratio; heighten the workers especially the skilled workers social status, and to create conditions in order to foster higher skilled workers.
