摘　　要：人力资源是第一资源,是中国经济发展的关键所在。大力开发人力资源,是我国发展市场经济和实现现代化的必然选择。开发和利用我国人力资源,要借鉴发达国家的成功经验,大力发展教育事业,提高公务员队伍的素质,建设学习型社会,优化人力资源的配置。Human resource is regarded as the first and key point of China's economic growth,so exploiting the human resource is our country's obligatory choice for the development of modern market economy and realization of modernization.In exploiting and taking advantage of human resources of our country,we should learn the successful experiences of developed countries,which include:developing the education,enhancing the quality of government officials,constructing the society of study and improving the allocation of human resources.
