摘　　要：本文在分析教育现代化的基本内涵和国内外教育现代化评价指标体系研究现状的基础上 ,以开放的复杂巨系统理论及其方法论为指导 ,将教育现代化系统 (EMS)和压力———状态———响应框架模型结合起来 ,提出一个教育现代化指标体系框架与政策工具矩阵的基本构想。本文还讨论了设置教育现代化指标体系中硬评价与软评价的结合、参照标准和动态标准的确定两个亟需解决的难题。Based on the analysis of domestic and international index system of educational modernization and the guide of the theory of complicated huge system and its methodology , EMS and Pressure-State-Respond frame model were combined together in the article. One index system frame of educational modernization and a matrix of policy tool were put forward also. Then two difficulty problems of the combination between hard and soft evaluation and confirmation of reference standard and dynamic standard were discussed.
