摘　　要：从国际关系的历史发展过程来看 ,国际政治经济机制的运作无一不是建立在大国竞争态势的某种权力均衡格局之下。国际无政府自助社会一直是权力竞争的产物 ,和平稳定的国际秩序来源于权力和制度的合力作用 ,国际机制就是为适应权力分配而人为设计的竞争合作的制度安排。本文采用历史与现实、规范与实证的综合分析方法 ,通过价值判断和博弈分析两方面的研究提出 ,国际机制的现实价值与合理存在源于其操作过程中的有效性和弹性 ,国际机制只有在权力均衡主导下才能发挥作用 ,从而实现 2 1世纪的国际关系多极化和民主化。The history of international relations reveals that,both international political and economic regimes are constructed upon certain balance of powers realized by the competitions anong powers.The anarchic,self help international society is the result of such competition,while a peaceful and stable world order could only be realized by the combined force of power and institution.Therefore,international regimes are kinds of institutional arrangements designed to help competitive cooperation adapted to the distribution of powers.This paper argues that the real value and reasonable existence of international regimes are coming from their effectiveness and resilience in the process of operation.International regimes could only operate under the dominance of balance of powers,and make multipolarization and democratization of international relations in the 21st century possible.
