摘　　要：党的"十八大"报告明确提出,要做好以高校毕业生为重点的青年就业工作。但自1999年高校扩招以来,大学毕业生人数急剧上升,就业形势日趋严峻。文章以政府行为和大学毕业生就业关系为切入点,对政府在大学生就业环节中的作用和行为缺位进行分析,并提出从优化政府调控行为、强化政府监督管理行为、完善政府指导服务行为、推进政府的价值导向行为等方面进一步优化政府行为,从而有效推动大学生就业,促进高等教育事业持续健康发展,实现人力资源的有效配置,推动社会经济的快速发展。The CCP's 18 th Congress report made it clear that youth employment with university graduates as the focus must be looked after. However,since the university expansion in 1999,there has been a sharp rise in the number of university graduates and their employment situations have become increasingly serious. In this paper,the relationship between government behavior and university graduates employment is used as the starting point to analyze the played role and absent behavior of the government in the employment of university graduates. It proposes to further optimize government action from the aspects of optimizing government regulation,strengthening government supervision and management,improving government guidance service,and advancing government's value-oriented behavior,so as to effectively promote the employment of university graduates,promote sustainable and healthy development of higher education,achieve effective allocation of human resources,and promote the rapid development of society and economy.
