摘　　要：'族议员'作为日本政坛上一股特殊的力量,在20世纪70年代以后的政治生活中曾起过重要作用,打破了'吉田学校'以来官僚政治一统天下的局面,形成了'党高政低'的权力二重结构.21世纪的今天,全球化使日本面临第三次'开国',官僚又将主导国家利益的重新定位.As the special political power in Japan, the “Zu Congressmen”had played important role in political life since the 1970s, and finally the double power structure of “high party and low politics”appeared. Today of the 21th century, the internationalization made Japan face the third openness to the world, and the bureaucracy will dominate the re-orientation of the national interest.
