对西部地区中小企业发展问题的思考

摘　　要：中小企业的发展,既是保持经济增长速度、解决就业、推动技术进步和创新的重要条件,也是关系到整个西部大开发战略能否实现的重要因素。目前西部地区中小企业的发展面临着市场准入条件苛刻、资金筹集困难、社会经济环境相对不宽松及缺乏经营管理和技术人才等问题。加快西部地区中小企业的发展,应设立专职机构,促进与协调中小企业的发展;建立专门面向中小企业的融资体系和风险担保基金体系;加快制定对中小企业的立法步伐,改善面向中小企业的服务环境,鼓励高层人才及企业家到中小企业就业,这是解决西部中小企业问题的关键。The development of mini & middling enterprises is an urgent and important global issue concerning both the aspects of economic increment speed, employment solution, technologic advancement & innovation and those of the fulfillment of the strategy of Western China Development. However, they are running into the problems of the difficulties of restricted market permitted requirements, shortage of funds, rigid social and economic circumstances and shortage of business management & technologic personnel. The best way to help them out fundamentally is concerned with legality, the insurance, service-improving, the policy of adjustment, setting-up special institution and importing more talents in management.
