高校应对公共卫生突发事件的法律思考

摘　　要：SARS事件启示我们,高校应当尽快建立公共卫生突发事件应急反应机制。与建立该机制相关的问题主要涉及高校和政府信息的公开与透明、应急性权力的运用、各部门配合联动等方面。世界上一些国家和地区应对突发事件的经验,对我国高校建立公共卫生突发事件应急反应机制提供了有益的启示。From the SARS accident, we realized that we should establish contingency reaction mechanism for sanitation emergent incident quickly. This problem involves: the opening and transparence of information of government and high schools, the exertion of contingency power, the combination of all departments. In this article, we also compare and review come countries and regions' experiences replying to emergent incident, and bring forward some suggestions to high schools in our country.
