摘　　要：在人类政治治道从统治行政到管理行政再到公共(服务)行政发展的过程中,公共道德问题越来越突出,主要原因是市场有着各种外部性,而行政也由于行政人员的角色多元化、社会多元化、价值观念多元化等而产生大量的公共道德需求。这就要求我们必须提高公共伦理意识,加强公共道德建设。In the development of our political ruling from ruling administration to managing administration and to public (serving the public) administration, public moral problems loom up. The main reasons are that market has its externality and that administration produces many public moral requirements because of the diversity of administrators' roles and society and values. Therefore, we must heighten our public ethical awareness and strengthen public moral construction.
