摘　　要：公正与效率是诉讼法的两大基本价值目标。提高司法效率是诉讼法的重要功能,这是由诉讼法 本身的特质所决定的,也是诉讼效率原则的基本要求;在我国,制约诉讼法之效率功能充分发挥 的因素主要是程序正义理念的缺失和诉讼法自身的不够科学、合理;要充分发挥诉讼法的效率功 能需要完备的外部条件及诉讼法自身的不断完善。Justice and efficiency is the two basic value aims of the procedure law. This is determined by the characteristics of the procedure law, and is the fundamental demand of the principal of litigation efficiency. In our country, the main reason of restricting the efficiency function to bring into full play is the lack of the idea of procedural justice and the imperfective of the procedure laws themselves. In order to bring the efficiency function of the procedure law into full play, we must establish the perfect eternal conditions and perfect the procedure law.
