摘　　要：目前城市地下空间开发利用已成为了土木工程界的一个热点 ,同时也存在很多有待解决的问题 ,并出现了一种盲目过热的倾向。本文从开发利用的重要性和存在的问题正反两个方面着手 ,提出了要一分为二地辩证看待目前城市地下空间的开发与利用 :以人为本 ,着眼未来 ,要有计划。Development and utilization of urban underground space has been a hot research field in civil engineering at present, but still has many existing problems needed to solve, and tends to be an irrationally optimistic about those problems. In the paper, on the basis of arguing about the essentiality of developing and utilizing urban underground space as well as existing problem, authors think that development and utilization of urban underground space should be philosophically treated. That is to say, on the basis of thinking about human and future demands, it should be rationally and comprehensively developed and utilized according to plans and related stages and levels.
