摘　　要：教育法规基本原则是指贯穿于全部教育法规的立法、实施和法规文本之中的指导思想、基本要求。梳理教育法规基本原则,并理解基本原则的意义,是人们理解教育法规、发挥教育法规作用的重要前提。教育法规基本原则主要包括:促进教育事业发展的原则,教育法规的公共性原则,教育机会平等原则,教学统一性原则等。The basic principles of educational laws and regulations refer to the guiding ideology and fundamental requirements for the legislation and enforcement of all laws and regulations concerning education. The sorting and understanding of the significance of said principles is the important prerequisite for the full play of the roles of educational laws and regulations. Specifically, the basic principles of educational laws and regulations consist of promotion to educational development, publicity of educational laws and regulations, equity of educational opportunity and unity of teaching.
