摘　　要：国内外关于NGN(下代网络)的讨论,已经持续多年,ITU-T和IETF等国际标准研究组织也制定了许多研究计划.但迄今仍未取得满意的共识.鉴于NGN所具有的战略研究性质,单纯的"自底向上"的讨论难以解决问题.为此本文另寻它途,尝试通过"自顶向下"的视角,重新探讨NGN问题,并由此提出了"大规模信息网络体系"作为NGN的可能选择,希望引起更多的讨论.The worldwide debate on next generation network (NGN) has been carried on for a couple of years and the major standardization organizations in the world like ITU-T and IETF have proposed a number of recommendations in this regard. There have not yet been satisfactory common understandings achieved so far. In view of the strategic nature that NGN possesses, it seems hardly possible to solve the problems if the debate is going on with a bottom-up approach. An attempt is therefore made to take, a top-down vision, for investigating the NGN issues, thus providing the large-scaled information network system as a candidate of the NGN solution to attract more concerns.
