毛乌素沙地南缘土地沙漠化防治中的新思路——以靖边县为例

摘　　要：对毛乌素沙地南缘土地沙漠化的自然原因及历史原因进行了分析 ,对其现存的财政投入严重不足、生态效益与经济效益难以结合、大规模的开发建设与资源的治理保护矛盾突出、治沙造林的科技支持不足等问题进行了分析和研究 ,提出了应通过各种机制的完善来防治土地沙漠化 ,即以资金运营机制解决资金缺乏问题 ,以政策激励机制解决治理者的积极性问题 ,以法制约束机制解决治理后的保护问题 ,以管理激励机制解决治理的效益问题 ,以技术支持机制解决技术问题 ,以沙产业发展机制解决地区经济发展问题 .The paper analyzed the natured course and historical evolution of the desertification on the south edge of Maowusu area and investigated some problems such as the severe shortage of investment,the poor coordination between ecological benefit and economic gains ,the appearent contradiction between large scale development and protection and management of resourses, and insurficiency of technical support in conter-desertification and forestification.The authors also offered some suggestions that various mechanisms be perfected to prevent desertification.
