摘　　要：文章认为从毁坏开荒到退耕还林是农耕文明向生态文明转变的历史性战略选择。指出为推动山西省退耕还林工作的健康发展要始终坚持“生态优先”的原则。准确界定退耕还林范围。全面落实“到户”核心政策。用足用好大户承包政策。认真搞好确权发证工作。The author points out the importance of the Grain for Green. It is the historical strategy for the transformation of the culture of agriculture to the culture of the ecosystem. He thinks that the development of the Grain for Green in Shanxi Province must put the ″Ecosystem Superiority″ in the dominant position, and to implement the ″work contracted to households″ policy in an all-round way, and to ensure the authorization on the basis of the policy.
