摘　　要：社会主义政治文明与资本主义政治文明既有共同特征又有着重大差别。政治文明所包涵的要素具有传统经典宪政论和新宪政论的内在因子。政治文明与宪政一般关系表现为:政治文明是宪政的前提,宪政是政治文明发展的结果;政治文明是宪政的核心,宪政是政治文明的载体;政治文明建设促进宪政发展,宪政随政治文明进步而完善。合理借鉴世界政治文明的积极成果,建设社会主义政治文明,推进中国特色宪政发展。当前最重要的是建立有效的违宪审查制度和加强人大地位并同时注意对人大权力进行有效制约。There are common characters and important differences between socialism political China civilization and capitalism political civilization. The elements in political civilization make it take on the factors of traditional constitutionalism and new constitutionalism. Commonly, the relationship between political civilization and constitutionalism is that political civilization is the precondition of constitutionalism, constitutionalism is the result of the political civilization;and that political civilization is the core of constitutionalism, constitutionalism is the carrier of political civilization; and that the construction of political civilization can boost constitutionalism,constitutionalism,become perfect in the progress of political civilization.We should reference to other country's fruits of political civilization, in order to boost the construction of our country's political civilization and advance characteristic constitutionalism of China. At present, the most important thing is to set up the effective system of unconstitutional sensor, and strengthen the status of the congress of people at the same time restrict its power effectively.
