摘　　要：秦汉之际,刘邦在批判秦王朝旧有社会控制思想的基础上,参照项羽的统治方式而形成自己的社会控制思想。When the Qin Han, LIU Bang is on the basis of criticizing the old so ciety of the Qin ′s and control the thought, consult XIANG Yu′s governance way and forms one′s own society and controls the thought.
