摘　　要：横向合并虽然可能产生或加强市场支配地位,但可以动态优化市场结构,改善企业经营管理,有利于资源的优化配置。除非合并使市场上只剩一个企业,否则企业之间的合并即使是大企业之间的合并,也应当运用合理原则进行合并后行使市场势力和提高效率的可能性的评价。Although horizontal merger might produce or enhance the dominant position of a market, it may optimize mar- ket structure dynamically, improve the management of a business, and benfit optimum distribution of resources. Be- cause large enterprise is a engine for technical innovation and economic efficiency, and monopoly is a source of dynamical innovation, even for large businesses the possibility of exercising market power and improving efficiency should be reason- ably evaluated after a merger, except for only one business exists after a merger.
