我国公民科学精神的缺失与分层构建

摘　　要：我国公民目前缺失科学精神的状况还比较普遍 .我国人群可分为三类———普通平民人群、专家学者人群和领导官员人群 .不同的人群缺失科学精神的特征不同 ,构建科学精神的原则与对策也不同 .普及科学知识与推进精神文明建设相结合是对普通平民人群的原则 ,加强科学修养与完善科研管理体制相结合是对专家学者人群的原则 ,正确认识科学价值与规范的政府行为相结合是对领导官员人群的原则 .It is a matter of fact that Chinese people are in a deficit of spirit of science. Based on this is the social classification: average people,scholars,and officials. This thesis points out the construction principles of promoting spirit of science and countermeasures in line with the classification. Popularization of science and spiritual culture is the principle in relation to average people;improvement of scientific professionalism and perfection of research system is regarding scholars;correct recognition of the value of science and normalized administration is the principle regarding government officials.
