摘　　要：论述了高等院校规模经济的形成机理、特点和研究方法 ,运用适者生存法确定了河北省高等院校的适度规模 ,提出架构“京津冀”地区高等教育圈、教育投资资本化运作。The formation mechanism, characters and research methods were discussed in this paper Utilizing the theory of “the fittest survive”, the moderate scale of colleges and universities was determined, the suggestions on constructing the higher education circle of the district of Beijing, Tianjin and Hebei, the operation of educational investment capital and carrying out strategies of extractive curriculums to develop the scale of higher education in Hebei province were put forward as well
