摘　　要：　目标管理(MBO.ManagementByObjective)作为一种新的管理创新运用到高校教学管理中,取得了明显的成效。系级教学目标管理的制定和运用是高校实行教学目标管理的重要环节。突出教学目标管理的特性,构筑好系级目标管理体系的框架,注重将大目标分解成小目标,再将考核方式列入目标管理体系之中,充分调动每一个参与者的积极性,是制定系部目标管理体系的要素。As part of management innovation in higher vocational education, Management By Objective (MBO) produces a marked effect. Laying down and applying a teaching MBO at the level of collegiate department is a key link in having it carried out in higher colleges. The essential factors in laying down MBO at the level of collegiate department include stressing the feature of teaching MBO, working out a systematical framework at the department level, paying attention to decentralizing the main objective and attaching the style of assessment to the system as to mobilize the enthusiasm of participation.
